Odisha Rolls Out Unified Policy to Streamline Government Employee Transfers

Bhubaneswar (Special Correspondent, The Fact Bureau): The Odisha government has introduced a new set of comprehensive regulations governing the transfer and posting of state employees, aiming to eliminate procedural inconsistencies and boost operational transparency across all branches of administration.

Issued by the General Administration and Public Grievance Department, the directive flags a noticeable lack of uniformity in how various departments have historically handled relocations, which has frequently resulted in procedural lapses and irregularities.

Key Timelines and Tenure Limits

To bring structure to the process, the state has mandated a strict annual window for standard staff movements:

Annual Window: General transfers must be executed between April 15 and June 15 each year. Any relocations proposed outside of this specific timeframe will now require formal clearance from higher administrative authorities.

Station Tenure: As a general rule, government personnel are expected to be reassigned after serving three years at a single station.

District and Local Ceilings: State Cadre officers in Group-A and Group-B categories cannot be stationed in the same district for longer than six continuous years. Similarly, Group-C staff members are barred from remaining in a single block or tahasil for more than six years.

Rules for Sensitive Postings and Specialized Cases

The updated framework establishes specific criteria based on the nature of the role, geographic service, and employee demographics:

Home District Restrictions:

Personnel assigned to sensitive positions are barred from serving in their home districts to maintain administrative integrity.

Exemptions for Veterans and Remote Service:

Staff members approaching retirement, as well as those who have completed extended tenures in the KBK (Kalahandi-Balangir-Koraput) regions, will receive preferential consideration for transfers to their choice locations or home districts.

Spousal Accommodations:

To support married state employees, the government will make concerted efforts to post husbands and wives at the same station whenever feasible.

Seat Rotation:

For non-transferable services, such as ministerial cadres within the Secretariat and various Heads of Departments, employees must rotate out of their specific seats or desks every three years.

Enforcement and Exceptions

The administration has instructed all departments to enforce these guidelines strictly, emphasizing that transferred staff must be relieved of their duties and join their new stations on schedule.

Reportedly, moving forward, any deviations or relaxations of these rules will only be permitted under exceptional circumstances, such as documented personal hardship, clear administrative necessity, or broader public interest, and will require explicit, written justification.
